Unless your wire-feed welder has an option for constant-current output, it is a constant-voltage power source. TIG needs a CC power source.

It all depends upon joint configuration, spec for the weld, which has you use, position you’re welding. Will the plates be beveled? Muriatic acid should do the trick. But by the time you take all safety precautions, and then neutralize the acid, clean the part, and dry it, you could have just used a coarse wire cup-wheel or silicon-carbide strip-wheel to knock off the paint/rust. I've never had issues with MTS tungstens but then I've used HF start. Have you tried striking it with the filler rod to initiate the arc? Are you familiar with that method?

Most places do sell you welding gases cheaper-per-cubic foot with larger tanks, but it may not be the case everywhere . My supplier has pretty much the same cost/cuft regardless. My main point is that you need to ask the actual suppliers how they work, as they will all be perhaps slightly different....

You'll be just fine. I have a 55A plasma cutter that draws around 50A max, and it's just fine on a 50A circuit breaker.
