Are you maybe referring to Norton's beartex lineup? Pretty sure it's beartex at least. I got a blue wheel at a trade show years back. Well that makes some more sense why it looked pretty new.

I love those jobs when the customer doesn't want to to give you the whole story then when it s all done you finally get it out of them what happened.

That makes sense to me. Just weird how it only happens at the start before filler is added. Once I get filler in there it seems to disappear and not poke it's ugly head back up. Get a Green ScotchBite pad and wipe yuor filler down with it, then follow with Acetone. I think that will help clean up your weld pool some and reduce the soot around the edge.
