Extrapolating this, I'd say the reasonable limit for a 120V/20A circuit is ≈110-115A welding current with a tight arc length, maybe up to 120A for a very efficient inverter welder. I use McMaster for almost all fasteners. One of my favorite vendors, great customer service, quick ship, I can sometimes get the stuff the next day when I order it. You need to clean that really well, not just so-so, but really well if you want to weld it. I have to agree with tweake, it's not a beginner task, but I've never let that stop me in the past... :D It looks like it will line up pretty well, if you can get it all welded and run a tap into the threads ...

Thanks for the tips. And should I also stop drill it or is it not going to make a difference? Absolutely, if possible, any crack should be stop drilled. It really depends on where it is and if you can or not. If you can't get access with a drill, at minimum you should use a carbide burr to grind it...
