Honestly I am not so sure there are too many ways to avoid getting burns when welding, especially if its just a hobby for you. For those tiny slivers use a piece of tape. Any tape really, but electrical and duct tape have been the best.
Put it over the sliver, rud onto skin, wait a minute or two and rip the tape off in the opposite direction of the paid....

I tried several times to focus the arc on the angle but I kept getting the same results.
Another problem I had was getting torch, rod, angle and filler to come together with me in a comfortable position too.

I learned to weld oxy on a farm doing repairs. What my uncle did was hand me a couple rebars or TPosts and tell me to cut them to 6 inch pieces. Then he would have me weld them back together. I am trying to tig this rod to the engle iron frame. The rod comes from Home Depot and tag said steel. I grounded at the opposite corner of the frame. Why cant you get a 1 or 2 inch wide piece of copper thats long enough to wrap around the pipe a few times.
If you wrap it tight enough it should function as a single piece?
I don't know a lot about welding, so I wouldn't bank on my idea, but might not hurt to test it.

Thank you Steve... Im going to get my bench grinder mounted solid so that I can use the wire brush wheel to help me clean the metal, Ive been moving stuff around and its gotten pretty much burried. I have limited range of motion in my right wrist with rotation, and getting the torch at a comfortable...

If the end of my welds are showing little or no gas, it may be that I pulled the torch away which is something Ive been fighting with Flux/Mig as well. I cannot seem to stop myself from lifting the torch from the work as I let off the power. I'm going to need far more practice on this. It might also...

I just reread this, and it was the wire spool wing nut being too tight. 3/8 rebar, is had amps set to mad (D), and I started with wire speed set at 2, but I couldn't keep a steady arc, I kept increasing the wire speed until i could hold a steady arc...
