I believe you need a bit more gas.
I'm a big fan of gas lens. Use your biggest cup, as little stick out as possible.
Strive to hold torch at equal angle to both faces of an outside corner.
Where you can, bend the corner & join with a butt weld.

I wouldn't expect Diversion to ball on DC. It is fixed at 72% Electrode Negative, preventing much tendency to ball even on AC, but it would at 170 amps.
Be sure you are on DC, use an 1/8" tungsten, any flavor but pure, and grind more crayon shaped than needle shaped.

You will find various inverter machines work on single phase, or three phase. My Miller Dynasty 280DX will use 200 to 600 volts in single, or three phase. I'm sure other machines will also, I'm just not familiar.

I was uninformed several years ago. Wanted to weld aluminum, asked a "friend" who managed an Airgas store. I shouldn't have done that. Weeks later I hoped to understand why my new welder didn't measure up. My education began! Steel & stainless steel weld easy with inexpensive machines....

I haven't welded medical tanks. I have welded firefighter air tanks. I believe they are used at 2200 LBS G. After weld I used much less pressure. It worked fine.

I'm concerned about the "fusion pass" aluminum (it gets complicated, I'd need two pages) doesn't work well without filler.
