Try using a clean, sharp file and scraper for the final joint face preparation ?
I'm thinking back to the recommendation in Jody's video on a sheared edge prep for an aerospace aluminum butt weld test to eliminate inclusions in the weld.

The page is like a screen with stuff written all over it, there's no delineation between messages.
When writing on a laptop, the screen needs to be a 45 deg to see where the hell to write !
Not at all easy to read and too spread out.

Use Devcon to fill any "maori carvings", it makes cleaning easier and you won't snag your hand on a chip doing a final wipe before mounting a job or vice on a table.

If all else fails, try changing your tungsten, preferably to another type and brand.
I've had your problem twice, the second time I had some Linde 2% that confirmed it was a tungsten problem.

Are you able to try a passive helmet with a 10 or 11 lens, just to remove the helmet from the equation ?
And can you clearly see the weld puddle, it's not obscured by a red/orange flare ?

An option would be to chemically remove the rust / paint and use soft brass shim on the backside, fixed with soft solder using an acid flux. Try using the machine on AC. The HF cleans the metal ( like the flux when O/A brazing ) and its easier to heat the base metal without melting. Clean material in weld area with red scotchbrite discs.
