I use the pea shooter (aka floating ball) type flowmeters at the tank to begin with. So where do I set it? Just there at the tank. If I get porosity, I adjust the flow as needed, regardless of what the numbers on the flowmeter say. IOW, if it's too low, it's too low; and if it's too high, it's too ...

15 CFH is fine if A) you were using a much shorter tungsten stickout from the cup, or B) you were welding an inside corner type of joint that naturally traps argon and keeps it lingering around longer. I would say either decrease the stickout to half of what you are presenting OR bump it up to 20-25...

Your question is about volts but your diagram is showing amps. There might be a slight phase difference because of the reactance of the arc but the waveforms will be the same shape. I am asking if the low current DCEN section is simply interrupted by a periodic but otherwise typical AC TIG current....
