You can layout a template by hand without a pipefitter handbook. Drawing to scale is needed and its much slower than "downloading" something.

The newer inverter power sources work fine for stick welding. Some may not have the ideal arc for cellulose based electrodes but many are satisfactory now. Procedures that are written in accordance with ASME Sec IX can have uphill and/or downhill progression. There is some allowance for multiple variables to be used in a single coupon so what is being done may be valid.

The type of power supply for GMAW and FCAW is a constant voltage power source. The type needed for SMAW and GTAW is a constant current power source. If you are doing this on something that is critical you should be aware the zinc and many other low melting point alloys can cause cracking in stainless steel.
Do your similar thickness stainless to stainless stick welds look good? If yes, remove more of the zinc coating before welding.

Now that I see some other pictures, removing the oxide layer from around your weld area can also help with the bead wetting out. Clean em up some if you are looking to improve the appearance.

8n12 is extremely sluggish. The weld will only fuse where the arc is very near the underlying base metal. Excessive weaving and heat input can make things worse.
