UPDATE!
I got my new hose, hooked it up, flipped the switch and struck an arc. All is good in TIG land again!

I found the problem! My hose has cracked and it's leaking gas at connection.
Now just have to buy a new hose...

I can hear gas coming from the nozzle...
Maybe like you said, not getting the 15 at the rig.
