What is the best method to weld two steel 1/4" bolts together, end to end?

TIG? MIG?

I have to ask why?

You can use a threaded rod, run two nuts to the middle, same visual effect.

But for your question, I have a tig, so that's what I would use.

clean the bolts remove galvo and weld mig, tig. the strength will no longer be what the bolt was. I assume you want to weld head to head. I second the idea of using threaded rod and 2 jam nuts or 2 regular nuts or a coupling nut with a hole drilled in it where you can then weld that in place
