Other than poorly prepped and cold welded like goose droppings, I'm trying to visualize what they were initially trying to achieve.

Here's the fixes cause, pics or it didn't happen right? Those weren't the worst I found in that factory either. The nut was supposed to be for a bolt, not my concept I just welded the nut back on, to stop the fixture from sliding off a fork lift when the emptied luggers of brass chips. The bar was from a conveyor that after pallets got shrink wrapped, they were sent on and that was the stop for it. I welded all 3 flared bevel joints and put it back on for them. Prolly should have cut some triangles and put them on the back side but that mig puke lasted 3 months so it must not be that much force.
Country isn't country unless it's classic.
