Cutting torch pressure settings Static or residual

When properly setting up a cutting torch, I’ve always just eye balled the pressure settings and adjusted the valves on the torch until I got a neutral flame. Now I’m realizing that each torch tip has specific pressures and thicknesses it’s designed for.

When setting the pressure, is it supposed to be set with the torch off or flowing gas?
