Why the use of 308/309 filler

As to weld carbon steel to stainless I've been told there could end up being tiny brittle areas in the finished weld.
Therefore you want an over alloyed filler to prevent these embrittlement.
I seldom trust single sources and would like to hear what you people has to say about the subject?
