I used to live near Cleveland, on the west side, but I am very familiar with the east side and downtown. Unfortunately, anything in that area for that price is gonna be a dump owned by foreigners. If you want something cleaner and more accomodating, you will have to hit a Holiday Inn or a Quality Inn. Those will probably run you $60 or $70 a night. I'm sure they would cut you a deal for a 4-week stay. You just have to haggle with them about the rate. If you are driving, my suggestion would be to find one in a much nicer neighboring city like Richmond Heights or Highland Heights on Highland Rd. It is connected to St. Clair. There you could probably find one in your price range that is clean.
