Can I move the inlet and adjustment assembly so the bottle is on the other side?

As long as the threads match up, don't see why not. Course I have never tried to. I would turn the gas on super slow the first time in case there is a one-way diaphragm between the inlet and the flow meter. other than that, don't see it hurting anything. Would be nice to hear from someone that has tried it, I haven't had a need to.

no.
you cannot swap the high pressure to the low pressure and run the regulator backwards.
however you might be able to swap the inlet with the gauge. the high pressure gauge is typically directly connected to the high side, BUT some have a restrictor in the gauge port.
as long as there is no restrictor and both gauge and inlet are the same size, you should be able to swap them around.
