Identify process

If this pic shows up its a frame to cab mount bracket for a newish International semi truck and wondering what process they would be using to get this? Plate is 1/2" thick to give idea and weld legs are about 1/2" also . I can get better pic of whole bracket. This may be a long shot but just trying to learn something today.

Pulse mig on aluminium.

I was kind of thinking pulse mig. Sorry I forgot to mention it is steel if that makes a difference. Butt here is why it is off. They saw this lack of fusion and wanted to fix it. Most the others look like the first post but this one you can see start and stop as well as different travel at beginning. There are several welds that look like this on this bracket.

Of course it makes a difference if it's steel or not....

Look's like spray mig or pulse spray mig.

I would bet it's done by hand.

The painted one is most likely stuffed all the way along. Grind out along that bottom toe.
