I was asked to build something similar to this skate rail. It may be out of square tubing or pipe, not sure yet. But I was curious how to get the angle of the middle section? Is it a matter of just making the right cuts and fitting the pieces together to achieve that downward angle? Help a noob out. Thanks!

Yes cut and miter. I’d recommend cutting a notch but not cutting all the way through.
I have more questions than answers

That particular kinked grind rail is 6ft long with a 4" drop in the middle section. The middle section would be 20" long but the drop looks like 3" of straight each end which makes the drop 4" over 14". That angle works out to be about 15 degrees from horizontal.
