metal recovery about 120%

does any body know about this sentence?
basic coated with about 120% recovery .
i saw this on electrode specification label .

It means that there is some kind of metal powder (most usually iron) in the flux coating that adds to the weld. There for you get the core wire plus a bit more from the coating. This is usually found in rods like 7024 iron powder.
I hope this is what it means, otherwise it's another thing i'm wrong about.

I have seen up to 180%, look at Lincoln or Esab catalogue, on some rod may be 7024 (?) (there are also rutile 180%)
++"iron powder" in the flux, does it mean iron really,(as cast iron) it turns to steel when cooked with the welding heat ?
