Is a Miller Thunderbolt ac/dc SMAW machine a Solid investment? I found one used for 300 is that a good deal Thanks!

They will last you a long time. As for $300, depends on how old it is. Check ebay. Here is one.

Im buying a miller 225 ac/dc smaw machine. Can it weld 1/2in low to medium carbon steel to 1/2in mild steel in one pass with a 1/8 rod? Thanks!

There is a little more to it than that. To answer your question as it is, the answer is no. What exactly are you trying to weld? What are you fabricating and what will it be used for?

Can it? Sure. Wont get much penetration, but it can melt 2 pieces of 1/2 inch steel together, maybe 1/8" deep, if your lucky. Definately wanna try for some bigger rod if your gonna be doin that thick a metal. Should be able to run 5/32 on that machine, not sure about 3/16.
