electrode tip covered by slag

i did a small job the other day, used some new 6013 rods as i was out of my usual.
the welds where hammered dog shit, complete balls up.
patched it up and kicked it out the door.
so yesterday i did some practise and to sort out the settings on the new welder.
i can see why i had issues, apart from being blind, the rods seam to run hot. i was doing test welds on thick plate at 40 amps, the minimum amps on those is meant to be 60 amps.
i ran some 7016 and they ran fine at the right amp range, so i think its the rods.
the interesting thing i noticed was the 6013 rods where getting coated on the tip a lot like 7016/18.
i was having to file the tip to be able to strike. not something i have ever come across before.
any ideas on what would cause that?
