these videos are worth a watch.
edit: I know you have to do restarts properly to avoid slag inclusion. I think all three videos go over restarts.

Is there a compelling reason you are using 6013 for root passes? If not I highly recommend you loose them.

As suggested by others, ditch the 6013 on the root. You can use the 7018 100%, or if you feel you really must, use a 6010 for your root - it is what it was made for! I would ditch the 6013; I am not a fan of the 6013.

What are you doing for manipulation? If you are doing any of the 'little circles' or 'ovals' or 'lower case "e" shapes', you might be in trouble. Doing those wrong can lead to lots of problems. If you are doing some kind of a 'Z' weave, and you are 'stepping' too much - weaving too wide, that can lead to problems.

From what you desctibe, beginnings and restarts, you might not be allowing the rod and metal enough time to heat before you jump in with your weld. Bring your rod down slowly, allowing the rod to do a bit of preheat, which will allow the rod to get hot and the arc to stabilize. Longer arc equals more heat, and maybe that is what you need

Agree 6010 for your root pass then 7018. Almost looks like you are starting to far in front of you stop. Arc a little off to the side and come back into your stop.
