I got a little tig welder and when I click the hand control to get some pre flow I can see an arc jump from the bottom of the welder to my table. Is this bad? I would think this would be bad.

Not normal, Its usually caused by all the metallic particles (grinder dust) inside the machine. Turn off the power, open the case and give it a good blow out with compressed air (if possible) or a really good vacuum. Especially around the drive rollers.

Sorry, I just saw tig. Could used a clean out anyway. The HF spark parts could be defective

A good clean out of the circuit board and wiring, case, is always a good start.
