For a beginner in this world, based in (Europe) (Italy in my case) what kind of machine should buy?
I've not a great budget( +/- 1000€) and I don't know why here is impossible to find used machines.
For now, the use will be only for weld carbon steel from 0,8mm(sheet panels for a car) to max 5mm of thickness.
These are some models that I've found online but without any kind of experience I don't know if they can be ok for me.

ESAB Buddy Tig 160
TELWIN INFINITY TIG 225 DC
GYS TIG 168 DC HF
DECA TIG HF Mastrotig 218 DC
the only Miller i've found is this one for around 950€ maxstar 200 str.

The Esab is rumored to be a great machine, with HF start capabilities. The Maxstar is Lift Arc only, though it can produce higher amperage (not that you’ll need it). I don’t know of the other units. Really any DC TIG box will do, especially with HF starts, Pulse would also be a nice feature for very thin sheet metal.

You might try looking at the Weco line of welding equipment.
I've been using their Discovery 171-TMax DC TIG machine (current version is the the Discovery 172T) for the last five years with never a hint of trouble.
The machine is DC Tig and has fairly good pulse features. It has HF and lift start, lights up on as little as 5 amperes with what has been a rock-stable arc.
The 17-style torch provided in the package with the welder from my welding supply house was OK, but I went the distance and purchased an extra super-flex 120 torch from CKWorldwide. Rapid Welding in the UK serves as a retailer for the CK line of products (Don't know if the whole Brexit thing will hose that arrangement(?)).
I also obtained one of those really nice foot pedals from SSC in the USA.

Telwin is a mid range welding equipment made in Italy, same region as the Weco.

I have this machine and have used it a lot. It compares to the Miller stuff I use at work. I’ve run hundreds of pounds of rod both stick and tig with it.
