Can anyone explain the phenomena of magnets close to the weld?
I had two pieces of 1/2" round steel rod held at 90 degrees to each other with a triangular magnet. As I welded, the arc went crazy the closer I got to the magnet.
I'm assuming this is an electromagnetic effect. Certainly was surprising to me when it happened.

You pretty much nailed it. Magnetic polarity from the magnet interfering with the active magnetic field of the arc.
Generally guided by the Lorentz Force. The magnetic field not only interacts with the magnetic field generated by the arc, but with the electrons themselves, since they are electrically charged particles. Both positively and negatively charged particles experience this force. A quick Google will reveal more than you will want to learn about it.
