That's an Inconel 82 rod if I remember correctly, and starting to get quite expensive, so I wouldn't waste it welding up lawnmower decks and the like.

Judging by the "ni" and "cr"...I would venture a guess that it has higher percentage of nickel and chromium in it...
well just from a google search I found this:

No it's not made to weld dissimilar metals. That's not to say you can't weld a non- critical part together with it, but why would you waste expensive wire on them.
