If it’s a budget mater, and your pretty set on those two options. Then I’d say hf is going to help with your arc starts, and make it easier to learn. But there’s also a few more things to go wrong with a machine with hf compared to the identical one without. Since your on the low end of the price spectrum it’s more likely you will have a total machine failure. Be ready to deal with a lengthy warranty process. On the cheap end more features tends to mean more failures. If you have patience then a machine in the $1200- $1800 US dollar range will give you a much more reliable experience.
