Is it ok to weld 304(L) with 316LSI rod?

Yes. Rule of thumb with staino is the filler grade should be equal to or greater than parent metal.
Go for it.

Well I heard it's been scientifically proven that bird is equal to or greater than the word.

LOL!
Yes, 316 is fine for 304. The higher grade rule of thumb has a few caveats to be aware of, though. A 400-series filler is a chemically different steel, for example. 400s are primarily Martinsitic, if I recall corrrectly. 300s are primarily Austinitic. This leads to the next caveat; 308 and 316 filler are designed to leave a residual ferrite in the weld to prevent hot-cracking. Using 312 or 347, with 347 being fully austinitic, requires special care to avoid cracking of the weld.

Food for thought.
