scaling on 4130 tube when tig welding

Hi all,
I frequently have the problem, that when TIG welding smal diameter, thin walled tubing, after welding one side, and reaching over to the next side, I find this side seriously scaled. (I had the problem last when welding a cluster of 4130 1/4 x .035 to 3/8 x .035 tubing)
I believe it is due to the small mass of material available to dissipate the weld heat, that when welding one side, the whole cluster becoms hot enough to promote scaling on the unprotected side. Problem now is that I have difficulties to remove this scaling well enough(especially due to the complexibility of the cluster) to have it succesfull tig welded. I this a common problem with you also gents? Or do I overlook something...?
