Is it possible to mig weld aluminum to steel? I want to weld a checker plate floor into a carbon steel gokart frame.

Nope. Two dissimilar metals. you can't TIG, Stick or MIG aluminum to carbon directly. There are companies that make bonded bi-metal connectors, but for your application, they won't work.

Probably sufficient to rivet your plates to the frame.
