How much penetration is classed as enough tested 6mm plate with 0.035 flux core wire with 2 different wire speeds

The penetration looks good on both. What you need to also look for on a fillet weld is thickness. As your looking at your etch you will see the weld has a triangular shape. the leg length needs to be as long as the metal is thick.

Ok the right one it is might need to make the weld slightly bigger - thankyou for your guidance
Also what is the book you have in the picture
