A “Dynafile” is a type, not a singular brand. There are many brands of air-driven belt sanders and you should be able to find one that is price reasonable for your shop. Yes, you want one, need one, and it can help a lot. Get a variety of belts because you’ll use it more than you know.

As for those inside corners, ultimately it takes a variety of different tools. Sometimes it even takes metal files (but be 100% certain you dedicate them to stainless only and never use them on carbon steel also). Rotary bits, files, grinders, drum sanders, linear polishers, etc. all have their application. But severe inside corners either don’t get finish ground/polished, or you will use everything under the sun to get at the weld. Hopefully, the requirement is not due to a lack of backside purging because that’s a whole different issue.
