What is the proper way to handle ties on carbon, stainless and aluminum???

I am guessing it may vary on what is being welded???

Ahh. This is what you asked about.

How you handle tie-ins depends on the quality required of the weld. In any critical weld, you'll grind (sorry--your helper will grind) your tacks down to a knife-edge at each end, for complete fusion during the root. I (my helper) usually uses a .045 cut-off wheel for this.
