1 1/2" angle iron. 1/8" thick.
Angles cut on the corners.
Fitting up into a square frame.

Have you considered adding four more pieces of angle to make it an octagon it sits on instead of a square, It would add strength.

Outside of the obvious, what is the barrel stand's purpose? We can see it's to hold a barrel up, but why does it need to be raised? Is it a burn barrel and needs air to pass under, or for collecting rain water, or some other reason? Just curious.

I think the guy will cut slots in the bottom for vents.

I'm not really sure.

It was just a quick fab job for a friend.

I usually just cut holes in the bottom with an O/A torch and set a burn barrel up on a couple bricks, but the stand would work too.
